✨ feat(workflow): adopt Matt Pocock ticket workflow

Replace the Superpowers plan pipeline with grill-with-docs, specs, local tickets, and ticket-native execution.

BREAKING CHANGE: Remove the legacy Plan CLI, prompt templates, and Superpowers skills.
