🔧 chore(test): consolidate playbook config tests

Group playbook.toml-driven behavior tests under a single config-actions file and split parser/template contract coverage into focused files. Remove obsolete PowerShell audit scripts and tracked validation reports; write template validation reports under reports/templates.
