✨ feat(skills): add tsl api reference skill

Bundle the TSL API index and markdown references under the skill, route TSL docs to use it, and update the codegen index generator to maintain the bundled data.

+### `createCaptchaImage(word, _type, param)`
+
+用以创建一个验证码图片。
+
+| 参数    | 类型   | 说明                                                                        |
+| ------- | ------ | --------------------------------------------------------------------------- |
+| `word`  | string | 用以生成图像的字符串，最大128个字节，最小1个字节的ASCII字符串，不能使用汉字 |
+| `_type`  | string | 图像格式，’jpg’,’gif’,’png’,’bmp’                                           |
+| `param` | int    | 图像参数，如不指定本参数，则使用下表中的缺省值                              |

+### `excelTemplate(data, template, file_name)`
+
+执行与Word模板类似的Excel模板。
+
