✨ feat(skills): add tsl api reference skill

Bundle the TSL API index and markdown references under the skill, route TSL docs to use it, and update the codegen index generator to maintain the bundled data.

+
+### `futuresConverFactor(bond_id)`
+
+指定国债的转换因子，与系统参数(证券)相关。如果返回0，说明不是可交割债券期货。
+
+| 参数      | 类型   | 说明             |
+| --------- | ------ | ---------------- |
+| `bond_id` | string | 字符串。债券代码 |
+
+返回：float
+
+#### 示例
+
+```tsl
+SetSysParam(PN_Stock(),'TF2403');
+return FuturesConverFactor("BK210007");

+### `futuresDeliverBondValue(bond_id)`
+
+国债期货的指定可交割债券的数据，与系统参数(证券)相关。如果返回array()，说明无相关数据。
