isValidDateDay(a_year)
判断参数指定的年以及此年的第ADayOfYear天是否是有效日期。返回值类型是布尔型真假值 所谓有效，意味着： 年Ayear介于1和9999之间 ADayOfYear介于1和指定Ayear年的最大天数

recodeSecond(a_value)
将参数ASecond指定的秒数（0至59）替换掉参数AValue中的相应的秒数信息，得到的日期时间类型返回
